Two programs, conducted by California Air Resources Board (CARB), detail the owners' responsibilities. Namely, the Periodic Smoke Inspection Program (PSIP) and the Heavy-Duty Vehicle Inspection Program (HDVIP). You can read more about them on our warning page.

PSIP Essential Requirements

• Who must comply? You have to comply to PSIP if you operate a fleet of two vehicles or more in California.
• What vehicles are included in the program? The on-road vehicles that qualify for the Periodic Smoke Inspection Program are the heavy-duty diesel-powered ones, GVWR above 14,000 pounds; except for 1998 and older, the GVWR rating is above 6,000 pounds.

• What vehicles are excepted from the program? Diesel-powered vehicles are exempt for being tested in the first four years of their existence (for example, 2015 engines are exempt until January 1, 2019).

• When must you test your fleet? The vehicles in your fleet have to be tested each year on or before December 31.
• What does the test entail? The test determines smoke opacity or the amount of smoke in the exhaust.
• Test conditions. The smoke opacity test has to comply with the SAE (Society of Automotive Engineers) J1667 specifications and procedures.
• What standards have to be met? The opacity standards demand 55% opacity for vehicles equipped with pre-1991 engines and 40% opacity for engines made in 1991 or newer.
• Take measures. The vehicles that display problems must be promptly repaired and retested.

• Maintain records. The smoke test results, information about repairs, and post-repair tests are recorded and have to be kept for at least two consecutive years.

• Program enforcement. It is important to know that CARB randomly audits fleets, inspection records, and their maintenance. Also, they test a representative sample of vehicles.
• Penalties. The penalty for neglecting to perform the annual inspection is of $500 for every untested vehicle, per year. The state of California is serious about its environmental protection regulations and heavy fines are issued monthly for non-compliance. How is The Snap Idle Test Performed?

We test the smoke opacity of your vehicle by performing a snap idle test or a snap-acceleration test.

1. The vehicle's wheels are blocked for safety.
2. We start the truck and heat it up to the temperature of 180 degrees to get the engine warmed up.
3. We place a probe in the hot exhaust pipe.
4. Then the driver rapidly speeds up, taking the engine to its maximum RPM.
5. We check to see how much particulate matter (PM) is coming out of the exhaust pipe.
6. If your vehicle does not pass the test, we can help you with repairs and retest.
7. We print out a certificate.
